Schwarzenegger's films always do HUGE internationally, usually far exceeding the domestic total. Without Schwarzenegger that extra international boost is gone. Bale is great, but he does not have nearly the box office draw that Schwarzenegger has. T3 had a $200 million budget and only brought in $150 million domestically, and that’s with Schwarzenegger. I dislike McG as much as the next guy, but a franchise this big has a huge following. Bale is also going to be a massive pull as they'll ride his Batman wave all the way in.
